I for one, have experienced this issue with many PC's I've owned over the years. The below procedure has worked for me with no problems. This info is over 5 years but in doing some more searching on this subject, even the newer finds are right on target as this input below. A good majority of the time, the cause behind the circle is not affecting performance, but you just don't want to keep seeing it pop up. For those who are trying go deep and fix the root of the problem, this isn't the video for you. I state this right in the beginning of the video. ************************ I did a bunch of other 'fixes' before just doing this. Uninstalled apps/programs, changed startup apps, etc. Nothing worked. At this point, I don't really care what's making it happen. My system runs just fine. I just needed the evil blue circle to be gone!
