Have you ever ask yourself this?
If I click on a web page desktop icon the page always comes up half page, i.e., full width but only half height, I have to click maximize to get a normal full view. It does this with all sites from desktop but not when launching programs from desktop - they come up maximized.
Since I have a new computer with Win 7, IE9, I came across this problem with web page desktop icons not loading at full page. Searched all over the web, tried all solutions, and nothing worked!
By trial and error, here is what I came up with to solve the problem:
Click IE icon on taskbar and once the page has loaded at full, then click on Restore Down (upper right corner next to the X) and you should see that the page is NOT loaded at full page. Now stretch that page to where you want it, then click Maximize (upper right corner next to the X) then click X to exit.
Now click on a desktop URL icon and it will load at full page. Repeat this process above if the icon web page does not load at full page.
Note: Win 7 does not have a maximize window under properties tab for web page desktop icons.

I have this same issue, Ron, and I was able to fix it, but I create all over again so I just live with it. I often minimize a window to the right and open another one on the left so I can drag and drop, like for adding fonts or converting ebooks with a converter and so forth. It's the same method I use when saving things to my external hard drive.
It's odd, I'm so used to it now I barely think of it. I do have to enlarge websites, of course. But this way, all my normal activities of files and such stays just the right size for having two open it the same time. Oh, here's another example, like if I want to check the codes between my test site and my real site, I have them up side by side.

Done this countless times and surely saves a lot of time trying to figure out what happen or if I got it right.

My best friend on the web since my eye incident is the Ctrl key and my mouse scroll. I love being able to enlarge just about anything on the web.
